So what's the incentive to buy this over the 32GB one other than it's $70 cheaper?

I would rather spend the money and get 4x the space. Apple should have made it at least 16GB instead of 8.

Because Apple current upgrade scheme has shown they drop the 8s for 16 GB, in about 6 months.

I preordered the 32GB version. If they had a 16GB version I would have bought that one.
