That wasn't BP. But evidently the company that owns and operates the tow boat involved has been cited more than a dozen times in two years for all kinds of violations and accidents. Great regulation there. And, of course the impact on those two refineries has caused gas prices to spike as much as 30˘/gal around the country. mad
