Just as speculation:

I don't *think* this is a treaty, so in that regard Congress wouldn't need to approve it. I know that some of the sanctions in place were instituted by Congress and would have to go to them for repeal. Others I believe can be suspended/repealed by the Executive alone -- I'm guessing these are the kind that are included in this agreement so as not to have to go through Congress ...

Bibi has had a conniption fit. He's divided Israelis on their government's actions and whether the US is an ally, a stooge, or the enemy. In his term as PM exactly shadowing Obama's since 2009 he's been a hawk and advocate of war in every instance. With Syria just a few months ago he encouaged the US to bomb away, insisting there was no other way to handle the crisis, then criticizing Obama when diplomacy worked. With Iran he has taken a single option of all-out military confrontation and nothing less. There is a large portion, maybe a majority, of Isrealis that aren't buying it. Bibi has failed twice (with Obama's leadership on Syria, now Iran) and has has only succeeded in unravelling his country's relationship with the United States. The GOP will always take sides with Bibi and he knows it, but he's losing that gamble.

The GOP are going to take today's US/Israel disagreements on foreign policy and try (once again) to turn American jews against Obama. It's only politics to the GOP and their Obama hatred. They will gladly do their best to sabotage Iran diplomacy with as much style as they've tried to sink the global economy. If the GOP and Fox can light a flame under Bibi's anti-Obama warmongering they will. John Bolton and Karl Rove are telling us that Obama is weak and Iran wins in this (and every) negotiation. Bibi has shown time and time again he knows how to play this game. Not at winning, but just by injecting himself into it.
