What I want to do is hook up my USB hard drive to this and be able to access it via my appletv. But not sure if I can...is iTunes required for appletv to view movies?

As you found out, yes, you need to load the movies into iTunes to watch on AppleTV.

I've been meaning to ask,

My movies on my hard drive are in the format ov Video_TX, with Audio_TS folder also. How do I need to process them to watch on my Vizio TV using AppleTV?

I recommend Handbrake .
It's kind of a hassle to recode everything, but they do have presets specifically for AppleTV, and it will save Hard Drive space.

Yup, handbrake is the way to go.
