Except that he didn’t deny it. He later sent out a spokeswoman to say “the secretary does not use that type of language.”

It's possible he's thinking military options... afterall Trump thinks he's Emperor Romanov (Caligula would be more like it.)
I've heard from some in the military- he just can't hit a red button and strike NK... it takes a consensus for that kind of power. There are checks and balances for this very reason- that you don't have some unstable leader going off half-cocked... and with Trump we know the cock is totally empty ! Seriously I don't think he can attack NK and start a war wo Congress, and many in the Joint Chiefs or Pentagon. At least to God- I hope he can't !! To do anything short of Nukes would take months of prep, and they'd KNOW we were coming (think Iraq 2003)... I don't think he can Nuke them on his own discretion... takes more than the POTUS.
I think it's more directed at Iran... but not sure if he can even renege on that by himself. But he may punt to Congress.
