I'm about to setup and activate my new 6+ and need to setup the 4 for the handoff to my soon to be son-in-law. What's the recommended procedure?

In iTunes there is an option to restore to factory defaults.
I believe that wipes the drive. Not sure about a low level reformatting though.

Forget if it's the same place in iOS7 but in 8 it's Settings/General/Reset/Erase All Content and Settings

That just encrypts the data. Not erases.

That did it. The 4 is reset to initial setup status. Now I just need the time to go by a local AT&T store for a new SIM card for it, so I can transfer the 4 to my soon to be son-in-law.

This 6+ is really nice!

Nyuh-uh. It erases all content and settings. Like it says. It doesn't say encrypt.

Actually, I stated it wrong. For data that has been encrypted it only erases the encryption key... not necessarily overwriting the data with zeroes.
That data can be retrieved by a diligent enough person.
He asked about securely erasing the phone. I'm sure it's secure enough for most peeps.

iPhone 3Gs and later uses the "throw away the encryption key" method.

It doesn't actually erase the data... just removes the key.
