Reminds me of a bumper sticker on a car owned by a conservative, I saw back in the 80's. The sign said something to the effect " if you buy a foreign car, don't complain about losing your job"
Now there might be something to say about the situation on the sign, but the bumper sticker was pasted on the bumper of a Ford Festiva ....which was made by Mazda in Japan for Ford. No American worked on that car. Oh the irony of it

Is this coal rolling actually putting more carbon into the air than if it didn't have these stacks or is it just made to look that way? I wasn't quite sure about this part.
Yes.. it tricks the engine into thinking it needs even more fuel and when they tromp on the gas it double pummps fuel and comes out like this. Against EPA and common sense rules. It will need to be entered into legislation and passed and then these guys will buy sitting on $500.00 porch stoves....
