As I understand things:
In the round-robin, it's all about the point system -- points a team gets for winning and for tying games. Top two teams with the most points at the end of the round robin move on. In the event of a points tie, the decision moves to goal differential (total goals scored in the round-robin minus total goals scored against), then simply goals against.
In this case, Germany and the US were tied for the most points going into today's game. By winning, Germany was the top points-getter and so moved-on. By losing this game, the US got no points and therefore tied in points with Portugal, who won their game. But since the US had a better goal differential (0 vs. -3) they got to move on ...
Moving forward, I believe the games are single-elimination ...
And with that, I think I have exhausted my meager knowledge of the sport ;-)
