Reminds me of what they did with I-85 in Atlanta. Keep in mind this is an interstate highway.
Because the traffic got jammed up every day during rush hour, they decided to put in a commuter lane and charge people to use it. The fee was based on how many miles you travel between exits. So basically, they set up a situation so that the "haves" can get in the commuter lane and bypass all the snarled traffic and the "have-nots" are just stuck!
It would have been different if it was built to be a toll road; but this was an interstate that was are ready there and much of it was paid for by federal tax dollars. And so now they're charging a fee to use something that has already been paid for. There are bunch of dumb asses running that state as seen by the recent gun-law. I am sure glad they declined on expanding Medicaid in Georgia; that would be a big drain with all the people going into the emergency rooms with gunshot wounds.
