iPads and iPhones both can connect to the web via a wireless router, so if you're going to use the iPad at home, and you have a wireless router there, then you don't need a data plan. If you don't have a data plan, though, then you can't get on the web when you're going mobile, unless you're in a free wireless connection point, like at Starbucks, for instance. Texting is charged as a separate category, and you can get a texting package without having a data plan. on iPhones and iPad, though you can use the Messages app as a texting resource, and it works fine without a data plan or a texting package if you're on your wireless network.

I rarely use my iPhone for the Internet but do use it sometimes and then it's handy. I take my iPad with me most times I leave the house so use it instead as the iPhone is just so much smaller.
Another thing. The clerk set up my phone for me transferring my contactsts etc from my old phone to new one. In working with the new phone I discovered that he hadn't set up my standard email account on it just the iCloud account. Was bummed at first as I would have to do this but then , after thinking, that I don't need to receive emails on my iPhone. In fact it's a major bother to erase them as I haven't found a way to erase emails in mass but have to do it one at a time which is a severe PITA. So I'm going to leave the email account off. On the rare times I need to email FROM my phone I can use my iCloud account I guess

There are 10 kinds of people. Those that understand binary and those that don't.

I have AT&T. Just recently upgraded our data plan to 10GB/month for our 3 iPhones. Now our plan is cheaper..huh? oh well, who am I to complain!
I have an iPad without the 3G/LTE plan (just the plain WiFi model). I now use my iPhone's Personal Hotspot to let my iPad have access to the internet even if wifi is available. Much faster than wifi. And cheaper than getting the 3G enabled iPad.
When I moved I went out of the Comcast Area, and was forced into a choice between Time Warner & Verizon. I'd already been "warned-off" Time Warner so agreed to Verizon... FIOS is nice... but so far I absolutely detest Verizon on many many levels.
Even so, we're over a year off contract with AT&T and I was toying with the idea of moving to a Verizon Mobile Account....butt....
Most specifically I've come to deplore getting the deluge of SPAM via e-mail, phone, snail-mail and even on the TV itself.
