It's a trial balloon, testing the waters. Jeb has it figured out that his support of immigration is going to brand him as a conservative-centerist to give him the Hispanic vote. No other GOP candidate has a prayer of a chance to attract that voting bloc which is massive compared to the TeaParty. Bet he teams up with Marco Rubio to seal the deal. He knows Fox will support whoever gets momentum in the republican polls.
He is married to a Spanish woman and Jeb Bush has no racial bias towards other minorities which is a good quality of his. Naturally the morons on the GOP Party will tear this apart when they get a chance.
While he may have some traction with Latinos, where does he stand on other important issues like income inequality, organized labor, women's reproductive rights and abortion, education public that is climate change, and of course, the ACA? But most important, would he be able to overcome the gravitational pull from the far right?
