It's not a crime, per se, but many states do consider any kind of speed tap warning by other motorists to be a traffic violation and thereby ticket-worthy. It's a strange mashup of obstruction of justice and entrapment.
Flashing lights around here may get you seriously beat and car jacked...gangs use it as a way of targeting their random target. they ride around on high beams, you flash them...and you are next, or they ride around without lights, you flash them..and you are the next target
