Not really. If I ask you exactly what day is it, wouldn't one say "November 12th 2013?" rather than "2013 November 12th".
I've never really understood the reasoning behind 13/11/12 vs 11/12/13. I've also lost no sleep over it though.
The leading "13" in lan's example is the day, --- not the year
Your example would read: The 12th day of November, in the year 2013 12 Nov.'13 12/11/13
Prolly does make more sense, but it's a matter of what one is used to same as the Metric System
Using an internationally consistent decimal system for measuring makes infinitely more sense than the SIZE of the King's FOOT ...or From the Tip of Your Middle Finger To the END of Your NOSE.

I've wondered about this situation several times. Where I will read or hear of a rare odd event or word, then shortly later in a completely different context the same word or phrase.
