Is it not mandatory now that the Child Safety Seat be secured in the BACK SEAT?
Well sure. It's also mandatory to not ram barricades around federal facilities, so who knows how observant she was about child-safety laws. I'm guessing they cottoned fairly early on to the fact that there was a child in the car, which might explain why they weren't more forceful in containing the vehicle.
