I had to look that up. Written in 1961. I was into a lot of science fiction then for a few years. Can't remember it though.

There are 2 things going on here,

1 - discrimination in America against people of a certain class,” <- I guess eventually all cops will be immigrants ?

2 - The court said the policy might be unwise but was a rational way to reduce job turnover. <- I myself just turned down an application because the applicant was far to over qualified for the position . Which in my experience they find a much better paying job in a few months , which we spent $$$$ in training , most left before the training was even completed

However,

Jordan has worked as a prison guard since he took the test. <- This is very suspect ? I don't think with Jordan IQ rating , he should be in law enforcement anyway.

Bottom line;
Cops are stupid laugh well just above average.

influence the narrative style by which I write and post..
..combine "gallows humor" with Joseph Heller's slightly
skewed world-view, sprinkle liberally w/Mark Twain & Viola!

Bergeron shows up in several of Vonnegut's novels.

About cops being immigrants. Well, what do you suppose has been the tradition in the good ol' US of A for a heck of a long time? Every cop in Boston was Irish at one point. Then a mix of Irish and Italian. Then Italian and Polish. Then . . . . That's how immigrants have traditionally entered the American mainstream, by getting such jobs. What I don't understand is the implied association of immigrant with low IQ.

I've met many cops who are anything but stupid, or even average. It's true that having authority and power sometimes makes for an unfortunate outcome for some cops--but most cops seem to me to be fine and dandy. I also wonder what you mean by "cop" in this context. FBI? Homeland Security?

cops, like most military personal, are meant to
follow orders and enforce rules without question.
once independent thought or nuanced decision making
threaten the status quo of the people getting paid to
think (or often not to) they tend to get nervous.

The cop I raised from a pup was a smart cookie,
from a family with a long history in law enforcement,
but they were careful to rise slowly through the ranks
by weight of their willingness to work within the system,
and to assist, rather than second guessing their superiors.
