It will happen, and one day it will be noted that Apple was the one that saved the record labels. They have been hanging on to the old business model for too long and they all see it that it isn't working out.

They've already made deals with three of the four companies, so getting that last one is going to be a bit easier.

Apple already has a proven model in the iTunes Store. A pay-as-you-go plan would work much better for me than a subscription based service.
