Microsoft has nothing to do with Thunderbolt, it's up to the PC manufacturers to implement it.
Actually I'm not so sure it's going to catch on, at least not very quickly. Everybody has plenty of USB peripherals they can just plug into a USB 3 port. If everything switched to Thunderbolt, there goes all those peripherals.

Yes, along with the hardware necessary to use it that needs to be developed by the hardware manufacturers, MS would need to develop drivers for it, you're right.
