Here's my problem. When I play a video in Windows media player or any other media player, the video gets all wierd. It's hard to explain so I'll put a picture.
What are the specs for the machine you're playing on?
Also, what version of media player? I think v13 and the indexing service don't get along well. Try turning off the indexing service.
-->controlpanels -->administrative tools -->computer management -->services and applications --> services
Scroll down the list until you see "windows search". Right click and select "stop". Then right click, select properties, and in the startup type drop down menu, select "disabled". That will keep it from starting up again.

Probably a combination of factors: Marginal RAM, your internet connection speed/bandwidth, and the graphics card shared memory. Both of my MacMinis have better video performance than what you are describing.
Try reinstalling the video drivers. Don't know about Win 7 but in XP it would be get to Device Manager, Properties for the video card. Control Panel/System/Hardware/Device Manager/Display Adapter. Uninstall the driver then reinstall it.

Is it better if you only run the video in WiMP with nothing else open? I still think it's the combination of factors I listed minus the internet connection if you're running the vid from your HD. I'd bet that if you had 4 gigs of RAM, it would be better.
