Trying to figure out how to transfer Set combinations and defined colors to other server based users so they don't have to set up all the combinations themselves. In doing so, I would not want to transfer any private categories, sets and historical events. Any suggestions?

Make a copy of the local file with the sets and colors in place. Then, from the copy, delete the private categories(leave or create an empty one) and sets. Then share the file with the others to use in place of their current file. If they have private data, it could either be exported and then imported into the new file, or their category(s) could be temporarily made public and then moved back to their new local file.
