When you jailbreak it with blackra1n, it gives you the option to install Cydia or Rock. Install Cydia, and put "Mac os X Snow Leopard" in the search section. It will install Winterboard, and you have to go into that and enable the theme. You should be all set then.

I'm with carp, I really like the concept, but the people look like they were cut out with a dull scissors. Not just blending but the original cropping needs to be done with more care. It doesn't look bad smaller, maybe on the Touch you can't notice it, but at the size it posts in the forum it's obvious.
Do you have Photoshop? If not...look in your graphic app for an option called feather(ing). Select 1 or 2 or 3 pixels for your feathering and then pull the image off of the old background and place on the new background.
