The most obvious options are you either have a bad DC-IN board, or a bad logic board. The DC-IN board isnt expensive to fix, but the logic board most likely is. If you take it to apple, they'll charge you a flat rate of about 400. If you take it to a specialist who's a service provider, they'll be able to tell you what the actual problem is, and give you a quote for that repair.
As a tech, the buzzing sound makes me suspect more than the DC-IN board, but without seeing it, I cant be sure.

Sounds like its the logic board. I had a Dual USB G3 iBook which ran fine off the battery, but as soon as you plugged it in, it died immediately. I eliminated the battery and DC board by trying others. That only left the logic board as the faulty component.
