My G4 tower shipped initially with one 128 (if I remember that far back).
Yeah, the G4 tower did. That model of PB came with 256 in the 867Mhz and 512 in the 1Ghz model. I just checked the manual to be sure, it came with 1 256M chip.

I had it repair permissions. here's what it came up with.

That's normal, it will probably show the same thing if you reboot and run it again. It has to do with security for the cups printer engine. Don't have time to explain, gotta run, just trust me, and it doesn't have anything to do with all the problems you're having.
Pull the loose RAM chip before we try anything else. Thx.
