You might have to start again from scratch. Install 9.1, update that to 9.2.1 and only then install 10.3.

The three beeps at startup means no RAM banks passed testing, you have faulty RAM and or bad RAM socket(s). It will not function correctly until you solve that. New RAM may fix it, but if it's bad sockets then it would need the whole logic board.
