Yes, it is new at least as far as existing customers are concerned -- last time around we got the upgrade pricing, not the "pay full price and you still need to commit to a new contract" plan ...
Hopefully, they'll change their minds (which they did last time, as I recall ...)
Anyways, tried to talk to a live person at the Apple Store, but the welcome-bot kept saying "I'll connect you to the next representative" and then hung up. I hate those automated systems.

Apparently, if you're an existing customer and upgraded last year to the 3G, you "used up" your incentive pricing ... so the sweet deal really is: Full boat on the hardware and a new two-year commitment ...

I guess instead of re-upping folks for another two years + the $200-$300 cash, they rather have ... nothing + a contract that runs out in another 7 months.

Yeah, they do suck on their pricing. Get the OS 3.0 for now (it's free for the existing iPhones) and then check upgrade pricing in 7 months. They might have a better deal by then.
