For years Microsoft has been out of step by about a year. Always introducing stuff that others have made obsolete at least a year before. That they are coming out with yet another DRM hobbled product means their development pipeline is getting even longer.
This DRM won't even let you copy to your own PC. It only runs on the phone. That ploy is about three years behind the curve.
Someday we are all going to be bitching about how slow and behind the times Apple has become as they morph into the slow moving monolith. Hopefully it will take twenty years.
