I believe you can't get an iPhone without getting the data plan.
For what it's worth, we've had ATT for four or five years and have never had a problem. We used to have Verizon and got so sick of it, I cancelled everything and switched to ATT

I can't really say I've been unhappy with Verizon, so when it comes down to it, my true motivation is the iPhone. Just gotta have that toy!!
For those who like the Touch so much, you can now make calls from it thru Truphone. Just gotta get a headset with a mic. Yes, it works! My son is using it. Phone calls, lots of apps, and no monthly fee. Gotta have wi-fi.

The new Truphone for the iPod Touch application works on the 2nd generation iPod Touch and enables you to:
* make free calls to other Truphone or Google Talk users * make cheap international calls to landlines and mobiles, from any Wi-Fi zone, using your iPod Touch's internet connection and a headphone with mic, or mic adapter. * Instant Message your MSN Messenger, Yahoo! Messenger and Google Talk contacts
