I believe he controls the price of oil by not controlling anything at all--from his epiglottis to the other end of the alimentary canal.<br><br>   

... mainly through neglect<br><br>I distinctly remember during Clinton's term repeated diplomatic pressure put on OPEC to loosen oil restrictions and increase production. Nowadays the Bush Administration is staffed with many people from the oil industry whose former employers (or current depending on how cynical you think they are) benefit from high prices. It's unlikely that George W.
