It seems to me Muslims (especially, but probably not exclusively, foreign ones) in New Mexico stockpiling explosives would be called terrorists. If these guys in NM believe themselves to be fighting against the government, than they are indeed insurgents, by definition, whether or not they are Muslim (or Christian or agnostic or.......)
