I can go along with rewarding with rent or grocery money, but cars? Have we become that materialistic? What good is a car if the family receiving it can't afford the fuel, maintenance, or insurance? Simply keeping a desk warm in exchange for funding still doesn't guarantee that the kid will learn anything. Something is broken and it isn't the schools. It's the way they are funded.
