Ballots cast by people that were too stupid to show up to their right polling place. <br><br>Keep in mind that a large number of the provisional ballots are thrown out, because each voter has to be checked for voting eligibility. <br><br>
Well, you hearing about Ohio provisional ballots because it is these potential votes the Kerry camp is hanging thier hat on to overcome the current 145,000 vote gap in that state. That would flip Ohio from Bush to Kerry. A huge longshot.<br><br>The popular vote is being used to "legitimize" this next four years. It's significant in that Bush carried a MAJORITY of the vote and not just a PLURALITY. We haven't seen a majority president since HWB I believe. And one of the big complaints against Bush during his first term was that although he won the electorial college he didn't even win the plurality of the vote.<br><br>So this was a Presidential clean sweep.
