It is not a new idea at all, even up until the late 1970's we had what was called Blue Laws in Missouri...where retail stores were closed on Sunday and holidays, with only drug, gas stations and restaurants open. In our town even the gas stations were closed on Sunday so people knew that they had to full up by Saturday night if they were going anywhere on Sunday.
I was Adv. Mgr for Woolco Department Stores in Va at the time and there was a huge movement to repeal the Blue Laws there by the major retailers, it finally was repealed, both the retailers and citizens seemed to like it
