I've been advised by several that having HTML capabilities for users is a security risk, and that I should turn that off. I've just done that.

That said, there's a ton of formatting tha tyou can do using buttons above the text box in the Reply (not the Quick Reply), and there are more listed on the FAQ (in the item "What UBBCode can I use in my posts?").
